The two look identical on a shelf. The compliance obligation behind them isn't.
Indonesia runs two different kinds of SNI, set out in Articles 20 and 21 of UU No. 20/2014, Indonesia's standardization law. SNI wajib, mandatory SNI, applies to a specific government-defined list of product categories, and for those, certification is a legal requirement to sell in Indonesia at all. SNI sukarela, voluntary SNI, is everything else. Plenty of companies pursue it anyway, as a quality signal for retailers or consumers, even when nothing in the law requires it. One is a legal gate. The other is a marketing choice.
Before you spend money and months chasing an SNI certificate, the first question worth answering isn't "does my competitor have this," it's "is my specific product on the mandatory list, and does the mandatory version apply to my exact product classification." That list changes over time, so it's worth confirming directly with BSN or the relevant ministry rather than assuming last year's list still applies.
Wajib versus sukarela is really just the first fork in the road. Once you know you're on the mandatory list, there's a second, separate question, one most people don't even know to ask, about which certification scheme actually audits your product once you're on it.
