The Myth That Costs Manufacturers Thousands: "Halal Certificates Expire Every 1-2 Years"

I used to tell clients to budget for annual halal certificate renewal in Indonesia. I was wrong, and it took me a while to unlearn it myself.

Here's what changed. Under Indonesia's Job Creation Law (UU No. 6/2023, Article 42(1)), a BPJPH-issued halal certificate is now valid for the life of the product. No expiry date, no renewal fee, as long as the ingredients and production process stay the same.

Compare that to Malaysia's JAKIM, reportedly 2 years standard and up to 5 years for long-track-record holders. Or Singapore's MUIS, on fixed renewal cycles that depend on the product and premises.

Indonesia went from renewing every 1 to 4 years under the old rule, to effectively lifetime, in one legislative change most foreign manufacturers still haven't caught up with.

Why does this matter for an F&B or cosmetics brand? Every competitor quoting you a certification package should be pricing this in. If someone's still quoting annual renewal fees for Indonesia specifically, ask them why. The law changed. I'll say plainly this is my own read of the regulation, not legal advice, so confirm the latest status before you rebuild a budget around it.

One thing I always flag to clients: this is a live regulatory debate right now. BPJPH's own leadership has floated reverting to a fixed 2-year term, because destination countries for re-export don't love a certificate with no "valid until" date. More on that another time.
